The major task areas include: utilization counts at boat ramp parking lots (explicitly including unauthorized parking); marina slip occupancy counts at existing marinas; counts of empty boat trailers in campgrounds and, where appropriate, in designated day-use areas; on-the-water vessel counts conducted at specified locations and times; boat ramp exit interview surveys at specified ramps, times, and locations; and administration of marina tenant and broader stakeholder surveys. The recipient is also responsible for compiling and analyzing the resulting data and producing a summary report that documents methods and presents findings from the counts and surveys.

The anticipated work products and project management expectations include holding a kickoff meeting, providing monthly status reporting, conducting the scheduled utilization counts and exit interviews according to defined RBS locations/dates/conditions/protocols (noted as detailed in an attached RSOI document), administering stakeholder and marina tenant surveys, and delivering both a draft summary report and a final summary report. The work is designed to be closely coordinated with USACE personnel, including the Fort Worth District Project Manager, staff in the Regional Planning and Environmental Center (RPEC), and the USACE Lake Manager at Grapevine Lake.

This announcement is a solicitation for qualifications only, not a request for a full technical proposal or budget at this stage. Interested parties must submit a Statement of Interest/Qualifications capped at two pages (single-spaced, 12-point font). The SOI must include organizational identifiers and contact details (name, organization, CAGE code, DUNS number, and email), plus a concise qualifications package covering a biographical sketch, relevant past projects/clients, available staff/faculty/students and their expertise, and any additional capability information (for example, field equipment or facilities) that supports successful performance.

Statements received are to be reviewed by an evaluation board at the receiving installation/activity, and selections for invitation to submit a full proposal will be based on how well the investigator’s experience and capabilities match the study requirements.
