While U.S.-based organizations and individuals may apply, preference is given to local Moroccan NGOs. The main target audience is Moroccan students and young professionals ages 15 to 30 in the Casablanca and Oujda regions. For FY 2022, applicants were also required to include a detailed contingency plan explaining how the project would continue under potential public health restrictions and demonstrating the organization’s ability to implement programming virtually if needed.
Programmatically, the grant focuses on creating strategic, youth-centered programming aligned with specific priority themes. These include professional development for Moroccan youth (especially employability, entrepreneurship, innovation, mentoring, and soft skills), creative STEM programming that actively engages young people, and American-inspired cultural programming that highlights diversity and inclusion through mediums like film, music, literature, history, or art. Additional priorities include environment and climate programming that improves understanding of climate and environmental challenges through innovative formats, and countering disinformation by strengthening media literacy and helping participants recognize and respond to online misinformation.
A major requirement is that proposals must contain significant U.S. content. This can be demonstrated through involvement of U.S. experts, the use or adaptation of U.S. models and best practices, or educational materials tied to American history, society, culture, government, or institutions. Proposals lacking a strong American component were explicitly considered ineligible. Examples of activities that could be supported include programs that build on lessons learned by alumni of State Department exchange programs; youth leadership and educational initiatives; workshops, trainings, seminars, and master classes connected to the priority themes; cultural programs aimed at youth and underserved communities; initiatives that empower women and girls; and media-related training or programming (radio, television, social media) that supports the stated objectives. Climate-focused education, conservation, and clean energy innovation programming were also listed as fundable activities.
The notice also makes clear what is generally not funded. Typical exclusions include conference fees and travel to attend events in the United States, ongoing salaries and office equipment, finishing activities started with other funding, and projects that are political, partisan, or linked to electoral campaigns. It also excludes social welfare projects, political party activities, projects supporting specific religious activities, trade or commercial ventures, fundraising campaigns, scientific research, construction, and projects primarily intended to build the applicant organization’s internal capacity rather than deliver public programming.
Applications were due by May 20, 2022 (midnight Morocco time), and applicants were encouraged to submit earlier rather than waiting until the deadline. Submissions had to be sent in English by email to Rabatgrants@state.gov as a complete package, including an organizational information form, a project narrative, and a budget in USD, along with required federal forms (SF-424, SF-424A, SF-424B, with signatures where required) and CVs for the director and key personnel. Only one application per organization or individual was permitted, and proposals were not reviewed until all required materials were received.
